Final result:

1st you have to make a new document by clicking file -> new and adjust the size!
2nd Click on Paint bucket tool (G - Right button on gradient tool) and make the background color black. If you want you can Apply a gradient using gradient tool or going in Blending options and make a gradient overylay. I used radial gradient overlay with the default options and #000000 #061630 as colors!

3rd Go and create a new layer (Layer -> New -> Layer…)

Now draw a line Using Line tool (Right button on Rectangle tool (U))
I made these figures

Now Group up the layers (put the 1st line in one group , 2nd in other and 3rd in other group) and Duplicate the layers!
Now use Free transform tool from Edit->Free transform (Ctrl+T) to rotate the duplicated objects , or simply go to Edit->Transform and press rotate 90 CW and go to Filter->Stylize-> Wind... and apply it two times from the left and two times from the right!
Now rotate the figure you made (Edit->Transform and press rotate 90 CCW)! It will looks like this:

Now go in the Blending options on the Duplicated layers (they have to be UNDER the NON-winded layers) and Apply a Gradient overlay with #52a9ec and #254b89 as colors, and make it on angle 0 degrees! Now go and apply color overlay with Blend mode set on Lighten and choose a color! (Of course you can use only gradient or you can use gradient + different color - try them yourself and make the effect you want)
The newly created figures will look like this:

You can add more figures and make them with different color overlays or gradients!
